Yes, if an area has been captured, you'll need to move to an are that has not been collected. Spexigons will come up for "recapture" based on activity and value of new data.
So essentially they will have refresh rates. If there is lots of activity (imagine a new development or ongoing construction) then refresh rates might be quite high.
Areas with less change will renew less often. If you want to fly regularly, you will need to move around.
